Unitary authorities are local authorities which are responsible for all local government functions in a particular geographic area. Most areas of England have a different system with two-tiers of local government. In two tier system functions are divided between county councils and district councils. Unitary authorities have replaced all two tier systems in Wales and Scotland since 1996.
