Northstowe, South Cambridgeshire

For the proposed new town of Northstowe, South Cambridgeshire District Council has commissioned early feasibility work on the potential for a community trust as part of the overall development. They established a shadow board in partnership with Cambridgeshire County Council, Cambridgeshire Horizons, and Cambridgeshire Partnerships. Although this group has been meeting with the joint developers - Gallagher Estates and English PartnershipsGlossary: English Partnerships was the national regeneration agency, which merged with the Housing Corporation in December 2008 to form the new Homes and Communities Agency - for more than a year, it has struggled to agree a way forward. When everything is 'up for grabs' it is difficult to pin down the elements of a robust business plan.
